UNESCO Jakarta organized a workshop for the Review of Supplemental Illustrative Manuals of the Comprehensive Sexuality Education (CSE) for youth in closed setting centres in Indonesia and the Philippines.
Welcome remarks were given by UNESCO Jakarta Director, Hubert Gijzen, who stressed the importance of effective sexuality education as a vital part of HIV prevention. He stated that in the absence of a cure, the only vaccine available is Education. Key speech remarks were given by Undersecretary of Legal and Legislative Affairs, Ministry of Education, Philippines, Alberto Muyot, and Director of Health and Care, Directorate General of Correctional Institutes, Ministry of Law and Human Rights, Haviluddin. Undersecretary Muyot explained about the education sector’s response to HIV and AIDS in the Philippines, which includes formal, informal and non-formal education, and Haviluddin explained about the current project in collaboration with UNESCO.
The objectives of this workshop were to bring together the government officers who are in charge of Reproductive Health Education in Indonesia and the Philippines in order to:
- Introduce the Philippines version of the supplementary illustrative manuals which particularly addresses HIV, STIs, sexual behavior, GBV, abuse, exploitation and harmful practices
- Report on the piloting project of the Indonesian version of the 5 supplementary illustrative manuals
- Elicit input from stakeholders on the draft supplemental illustrative manuals, including the strengths and weaknesses of the current documents, for both Indonesia and the Philippines version
- Share local and international experiences in delivering sexual and reproductive health education for young people in closed setting centers
- Develop a channel for sharing information and knowledge between Indonesia and the Philippines
During the second day, participants had discussions on lesson learnt and next steps that need to be taken to ensure sustainability of the project. The main recommendations which emerged during the workshop are:
- To continue the program, by supporting governments in developing policy related to CSE in formal, informal and non formal education.
- To develop and expand the project to include larger population targets, not limited to youth in closed setting centers
- To strengthen multi sectoral approaches in CSE education to achieve the three Zeros of HIV Goals, i.e. Zero HIV new infection, Zero HIV related death, and Zero stigma and discrimination.
